Regarding good horse, is "good" an evaluation of the owner or the horse? i mean, is running a good thing for the horse or the owner? i cant see how it can be good for the horse (except maybe running leading to getting a treat in the form of food). If it is good for the owner, why does The Buddha advocate negative reinforcement in the form of whipping?

Yes, good is an evaluation of the horse by an external agent, such as the owner.

The "running" of the horse is for evolutionary reasons. However, it can be "used" for "non-evolutionary" purposes by understanding the running trigger (motivation to run).

Sometimes what the student thinks he/she has come to the teacher for, or what he/she is learning from the teacher is not necessarily what the teacher thinks the student should learn, or is learning. The student and teacher disagree on what is good for the student, and sometimes the student doesn't know it.

The first quote is something I practice at times to 'test' actually ... particularly relevant when you want to see how someone will react ... whether they can discern the necessary from the 'good to have' ... but me, I just keep asking for more !

An average horse runs upon whipping.
A bad horse doesn't run even upon whipping, which pretty soon may lead to the phrase "beating a dead horse"
I interpreted the horse quote as running in self-defense not as a Pavlovian response!
